The Center for Economic Researches (CER) implements “Health and Education Monitoring and Evaluation Capacity Building” project financed by the Grant from Institutional Development Fund (World Bank) that aims to provide comprehensive support to the Government of the Republic of Uzbekistan in the formulation, implementation, and monitoring of the State Welfare Improvement Strategy adopted for 2008-2010.
The objectives of the Project are (i) to assist the Government to develop and implement outcomes-orientated monitoring and evaluation approaches in the health and education sectors; and (ii) to improve the access of user groups to primary data, ensuring a sufficient dissemination of the results.
The Project consists of the following parts:
• Capacity Building in Designing and Implementing Survey Instruments for Assessing Outcomes in Health and Education: (i) provision of training workshops in results orientated monitoring and evaluation; (ii) provision of technical assistance in questionnaire development and sampling design; (iii) implementation of pilot surveys to test instruments developed and to provide data to feed the sectoral strategies and the WIS.
• Strengthening Analytical Capacity and Links with Policy Making: (i) provision of training in data analyses; (ii) provision of workshops for integration of results in sectoral strategies.
• Improve Access to Data and Dissemination of Results: (i) develop a website to enable users access to primary data; (ii) provision of Workshops; (ii) publication of results in the national language.
A Grant amount provided by the World Bank is two hundred and eighty seven thousand United States Dollars (U.S. $ 287,000). It is envisaged to complete the Project by the 12/31/2009 and conduct assessment of the financial position of the Health and Education Monitoring & Evaluation Capacity Building Project and of the funds received and expenditures for the implementation period. The CER therefore invites expressions of interest from local (Uzbekistan) and foreign auditing companies for the respective consulting services.
The auditing companies should possess competences in the following areas:
• Must have a minimum of 5 years of experience in a relevant and related field;
• A proven track record of conducting audit of development projects of a similar nature;
• Knowledge of local (Uzbekistan) laws and regulations regarding grant funds and development projects;
• Knowledge of World Bank’s rules and procedures on financial reporting and auditing of projects.

Submission: survey companies interested in submitting expressions of interest for the consulting services should send an expression of interest, along with a brief summary of proven experience and capabilities, by electronic mail to the attention of Mr. Ildus Kamilov (Ildus.Kamilov@cer.uz), Deputy Director, Center for Economic Research. Deadline for submission of applications is October 26, 2009
